Planning Inspector Approves Controversial Wokingham Development

We, the Residents Association, are deeply disappointed by the Planning Inspector’s decision. The decision allows the development of up to 350 homes and a care home on land adjacent to Blagrove Lane. This is happening despite our strong objections and those of many in the community.

Why the Inspector Approved the Development

Main factor – Severe Housing Shortfall: Wokingham Borough currently has only 1.7 years of deliverable housing supply—far below the required 5 years. This meant national housing policy took precedence over local restrictions, and the Inspector gave significant weight to the urgent need for new homes

– Policy Conflicts Outweighed: The Inspector acknowledged the scheme conflicts with local policies protecting countryside, settlement gaps, and landscape character. However, these policies were considered out of date. They are based on old, lower housing targets. They don’t align with current national policy.

– Harm to Local Character and Coalescence: The Inspector agreed the development would harm the rural character of the area. It would lead to a visual merging of Barkham and Wokingham. Additionally, it would result in the loss of green space and some wildlife habitat. Nevertheless, these harms were judged not to “significantly and demonstrably outweigh” the benefits, given the housing crisis.

– Mitigation Measures: The developer’s legal agreement secures affordable housing. It also provides a new public green space (SANG). Additionally, there are highways improvements and NHS funding. Other infrastructure is also included. These measures were considered to address many of the Council’s and residents’ concerns.

– Heritage and Ecology: There will be some harm to the setting of nearby listed buildings. Local wildlife sites will also be affected. However, the Inspector concluded that the public benefits of the scheme outweigh these harms. This is especially true with mitigation in place.
